In emotional testimony, Luke Ganger said he hoped her killing would force reform, but It has not. He described Minneapolis scenes as “beyond explanation,” saying ICE actions are altering lives forever. The forum, led by Representative Robert Garcia, also featured survivors describing violent encounters with ICE and CBP.
